Could you rent or live under these condtion-Swedish Social rules ?

“ Below is the director quoit from my email 

1. You get two keys, we keep one

2.  You rent the apartment for one month, and you do not have the right to stay in the apartment three months after notice, as normal tenants have.

3. You can be asked to move out for any reason, by one months notice

4. Your income from Försäkringskassan  *  the Insurane Company  ( must be paid to social service, we pay the rent, the rest will be paid to you 18 or 19:th. (Förmedlingsmedel)

Most people do not like these terms,   ”
